This paper examines the evolution of fiscal and administrative decentralization in Tamil Nadu, India, from the Secretariat to the Village, highlighting the shift in governance structures over time. The study traces the historical context and the key reforms that have progressively transferred administrative powers and fiscal responsibilities from the state level to local self-governments, particularly focusing on the impact of the 73rd and 74th Constitutional Amendments. These amendments, which mandated the establishment of Panchayati Raj Institutions (PRIs) and Municipalities, were intended to empower local governments by giving them more autonomy and financial resources to address region-specific developmental needs.
The paper critically analyzes the challenges and successes encountered in implementing decentralization, including the distribution of financial resources, the capacity-building of local institutions, and the role of elected representatives. The research also explores how fiscal decentralization has affected the delivery of public services, including education, health, and infrastructure, at the grassroots level in Tamil Nadu. Additionally, it evaluates the impact of decentralization on democratic governance, transparency, and accountability within local bodies.
Drawing on a mix of policy analysis, case studies, and interviews with key stakeholders, this paper concludes with recommendations for enhancing the effectiveness of fiscal and administrative decentralization, ensuring that local governments have the necessary autonomy, capacity, and resources to address the needs of their communities effectively.
