Abstract: In certain conversations, people with speech impairments frequently exhibit less independence. A speech-impaired individual may require assistance from devices. Thus, the main objective of the study is to create a Text-to-Speech Stenograph using an old Keyboard and a Raspberry Pi. This study utilized the experimental research design with the primary purpose of assisting users with speech impairment. The quantitative method was used to collect and analyze data. An old Keyboard and a Raspberry Pi functioned as the independent variables, while the Text-to-Speech Stenograph is regarded as the dependent variable. The Text-to-Speech Stenograph achieved an average rate of 182 words per minute, surpassing the typical conversational speed of 150-170 words per minute. The Text-to-Speech Stenograph also produced sound at an optimal level of 70.1 decibels. Additionally, it demonstrated a high text-to-speech conversion accuracy of 97.67 percent. The Text-to-Speech Stenograph demonstrated efficient processing and produced speech at an acceptable rate with optimal sound quality and high accuracy. The Text-to-Speech Stenograph surpassed the typical speech flow rate, making it suitable for a normal conversation, and maintained a safe sound level. The Text-to-Speech Stenograph is tailored for speech-impaired individuals to communicate with a non-speech impaired individual. The Text-to-Speech Stenograph showed effective and positive outcomes based on its speed of processing words per minute, loudness of speech, and accuracy, with a high percentage of correctly converted words over the total words inputted.
