Abstract: The corruption affects the immense of people in the society This dissertation overviews the critical role of legal measures in combating corruption, focusing on establishing criminal liability in public and administrative corruption cases that are to be combated. Corruption, a pervasive societal ill, undermines governance, erodes public trust, and distorts economic development. The research delves into various dimensions of corruption, including its definitions, typologies, and impacts on societies. It highlights the distinction between public corruption (involving government officials) and administrative corruption (within organizations), emphasizing the need for tailored legal strategies for each domain. Legal measures play a pivotal role in deterring corruption by imposing penalties and creating accountability mechanisms. The study analyses existing legal frameworks globally, examining their effectiveness, strengths, and shortcomings. Comparative analysis offers insights into best practices and areas for improvement. Key legal measures explored include criminalization of corruption offenses, robust investigative procedures, asset recovery mechanisms, and whistleblower protection. The dissertation evaluates the interplay between criminal law, administrative law, and international legal frameworks and their collective impact on corruption prevention. The research proposes recommendations for enhancing legal measures against corruption. These include legislative reforms, capacity-building initiatives for law enforcement agencies, fostering international cooperation, and promoting transparency and accountability in public administration. By synthesizing legal theory, empirical evidence, and practical insights, the doctrinal research methodology of this dissertation contributes to the ongoing discourse on combating corruption and advancing integrity in public and administrative spheres. It underscores the imperative of robust legal frameworks in fostering ethical governance and sustainable development.
