Abstract—The guidance of mobile technologies, largely the proliferation of 5G and progress to 6G, has tremendously
added to the complexity of certification activities within the telecommunication ecosystems. Carrier certification is a very
important stepping stone that could ensure that devices and network systems would have gone through technical,
regulatory, and interoperability compliances. Nonetheless, the standard project management approaches tend to lack the
ability to handle the volatile, high-risk project world of the new mobile technology certification. An alternative approach
to Project Management is the adoption of Risk-Based Project Management (RBPM) which integrates risk intelligence and
stakeholder mapping along with dynamic governance into the certification lifecycle. This review evaluates the theoretical
backgrounds, practical applications, and performance results of RBPM in carrier certification environments. Based on
